The Krylon coat seems to ...Just a preference thing. The Krylon coat seems to be much more picky about the temperature and humidity and coat thickness. It left some of my models just slightly cloudy and gave them an odd texture. It's not really a huge difference, but I'm able to predict how Testors will perform for me and can adjust my painting to compensate.
